Public Libraries that Withdraw from OPLIN Network Services

As part of its mission, OPLIN provides broadband telecommunications connections to Ohio's public libraries.

On rare occasions, a library may choose to forego the OPLIN connection. This might occur when a library is able to obtain free network and Internet services locally, or finds it expedient to collaborate with other entities in its local community.

Should a library make such a decision the following will occur:

  1. Traffic between that library and other libraries on OPLIN will travel over other networks, and most probably over the public Internet. OPLIN will not be responsible for speed, capacity or security for the library's Wide Area Network and cannot guarantee general quality of service (QoS).
  2. OPLIN-provided routers will be returned to DAS Network Operations.
  3. OPLIN will lose the ability to manage, track or account for the library's OPLIN-supplied IP addresses since they are outside its network, and cannot be accountable for those addresses to the greater Internet community or to law enforcement. In order to maintain the integrity of the OPLIN address block, any library leaving OPLIN's network must return OPLIN's IP addresses.
  4. The library may supply OPLIN with IP addresses to be used for in-library database authentication.
  5. OPLIN will continue to provide remote authentication for patrons of the library, and to track database usage.
  6. The library should be aware that some problem resolution may be less effective and take longer when OPLIN does not manage a library's IP addresses.
  7. The library must reimburse OPLIN for disconnect penalties that result from early termination of telecommunications contracts for network service to the library. The library will only be liable for the portion of the penalties that apply to the term of the library's current Letter of Agency filed with OPLIN.
