Provision of Network Services by OPLIN to Public Libraries

OPLIN provides broadband telecommunications to every OPLIN participant, as defined in Ohio Revised Code Section 3375.64, in order to meet the Code requirement to ensure "…equity of access to electronic information for all residents of this state."

In order to carry out that objective, OPLIN will:

  1. Provide broadband telecommunication connectivity to each OPLIN participant. The amount of bandwidth provided under this section shall be determined under procedures to be established by the Director and reviewed at least annually by the Board;
  2. Facilitate and encourage the connection of branch buildings to this broadband line or directly to the OPLIN hub;
  3. Offer to provide Internet access services through the OPLIN hub to all participant locations and buildings.

Where OPLIN participants cede control of their network services to a consortium, OPLIN will:

  1. Request notice in writing that the OPLIN participant has delegated responsibility for its network services to a consortium;
  2. Continue to pay for broadband lines covered by this policy;
  3. Work directly with those consortia in matters impacted by network architecture, including all matters associated with ensuring adequate capacity on connections to the OPLIN hub;
  4. Provide help desk services for such consortia members in matters of database content issues and any other non-network services OPLIN may provide.
