Extending OPLIN Connections Beyond the Library

The Ohio Public Library Information Network was established, "for the purpose of ensuring equity of access to electronic information for all residents of this state." (Ohio Revised Code section 3375.64). Since access to electronic information begins with access to the Internet, OPLIN has no objection if libraries wish to use OPLIN-provided Internet connections to extend Internet access to the general public. Libraries choosing to extend OPLIN connections to the general public shall accept two conditions:

  1. OPLIN cannot provide any technical or financial support for a library's network infrastructure beyond the OPLIN-provided router, nor provide any technical advice on networks outside the library premises.
  2. For E-rate purposes, the library must annually report to OPLIN the amount of bandwidth traversing the OPLIN network that is used for Internet traffic that originates off library premises.

While we are sensitive to the importance of cooperation between public libraries and other institutions in their local communities including schools, local government, non-profit organizations and businesses, OPLIN was established to provide services to Ohio residents only through OPLIN participants as defined by Ohio Revised Code section 3375.64. OPLIN participants may not share their OPLIN connection with any institution other than another OPLIN participant. Should a library nevertheless elect to share their OPLIN broadband connection with another institution, they must assume the cost for the telecommunications circuit currently provided by OPLIN, although OPLIN will continue to provide router management, IP addresses for library use only, and reliable access to the commodity Internet.
